1. The Frontline Trade Job Steward (β€œShop Steward”)

  • Role Definition: The designated frontline Guild representative embedded directly on an active engineering team, SOC shift, or consulting deployment at a participating employer.
  • Appointment & Eligibility: Appointed by the Local Chapter Business Manager from among active Licensed Journeymen on the employer’s regular staff.
  • Core Responsibilities:
    • Supervisory Ratio Enforcement: Monitors active shifts to verify that the mandatory 2:1 on-shift Journeyman-to-Apprentice ratio is strictly maintained across live triage queues and high-privilege operations.
    • Informal Grievance Triage: Intervenes in initial logbook verification friction, uncredited on-call standby stipends, or supervisory disagreements before formal escalation.
    • Interim Safety & Non-Concurrence Support: Assists apprentices and Journeymen in authoring and timestamping Operational Exception Flags (Form FORM-003).
    • Worker Algorithmic Defense: Audits workplace tooling to ensure employers adhere to anti-surveillance protections and do not deploy unauthorized bossware, keystroke quotas, or automated termination algorithms.
  • Supervisory Independence: Shop Stewards are protected by statutory anti-retaliation shields and cannot be disciplined, transferred, or demoted for fulfilling representational duties in good faith.

2. The JATC Regional Training Director

  • Role Definition: The chief administrative officer of the regional Joint Apprenticeship and Training Committee (JATC) trust.
  • Appointment & Governance: Appointed by bipartisan consensus of the Joint Training Trust Board (equal labor and employer trustees).
  • Core Responsibilities:
    • Academic Curriculum Coordination: Oversees Related Technical Instruction (RTI) course sequences (144+ hours/year) in direct partnership with accredited public community college faculties.

4. The Talent Clearinghouse Dispatch Officer

  • Role Definition: The neutral administrative officer at the Local or National Guild responsible for operational staffing allocation and apprentice placement.
  • Appointment: Appointed by the Local Chapter Executive Board.
  • Core Responsibilities:
    • Out-of-Work Queue Management (FIFO Three-Book Standard): Maintains the objective talent referral queue sorted strictly by First-In, First-Out (FIFO) chronological seniority of availability:
      • Priority Safe Harbor (Top Priority): Displaced apprentices resulting from employer insolvency, and whistleblowers transferred following substantiated Form FORM-001 technical refusals, guaranteeing zero training hour disruption.
      • Book 1 (Resident Local Members): Fully licensed Journeymen and Registered Apprentices residing within that Local Chapter jurisdiction, dispatched strictly in order of out-of-work registration date (longest searching = #1).
      • Book 2 (Regional Travelers): Credentialed practitioners registered in sibling Locals traveling into the District, dispatched when local Book 1 labor in that specialty is fully absorbed.
    • Modality-Aware Dispatch Matching:
      • On-Site & Hybrid Requisitions: Evaluates resident Book 1 candidates within commuting jurisdiction, validating active security clearances (Secret, TS/SCI) when classified SCIF or defense facilities are specified.
      • Remote Requisitions: Evaluates the Multi-District Remote Pool across all Locals, dispatching Candidate #1 under FIFO seniority.
    • Merit-Based Dispatch: Dispatches qualified practitioners to participating employers based strictly on verified Universal Logbook credentials and Specialty Endorsements, eliminating third-party recruiter placement fees.
    • Anti-Blacklisting & Turn-Down Protections: Employers may not arbitrarily reject dispatched practitioners; rejections require an objective operational non-conformance finding submitted within 48 hours. Practitioners may decline up to two dispatch offers without queue penalty.
