Pillar I: Standardized Pre-Apprenticeship & Vocational Screening

The entry-level cybersecurity pipeline is broken: organizations take unquantifiable risks on candidates with non-standardized backgrounds, while newcomers are exploited by high-cost, predatory bootcamps. The trade model resolves this through an institutionalized, standardized, non-debt Pre-Apprenticeship Filter.

Core Mandate: Replace predatory bootcamps and degree gatekeeping with tuition-free, hands-on screening embedded in public community colleges.


1. Public Vocational Integration & Zero-Debt Funding

  • Community College & Vocational Infrastructure: Pre-apprenticeship programs are embedded directly into existing 2-year public community colleges, technical high schools, and accredited non-profit vocational institutions.
  • Non-Debt Public & Employer Funding: Programs are structured to be tuition-free to students through:
    • Public Workforce Grants: State and federal funding vehicles (e.g., WIOA Title I, Perkins V).
    • Employer Consortia & JATC Trusts: Industry training trusts subsidizing lab seats to secure a steady talent pipeline.
    • Registered Apprenticeship Subsidies: State-level tax credits for participating training providers.
  • Elimination of Predatory Bootcamps: Replaces five-figure private bootcamp tuition and income-share agreements (ISAs) with accredited, public workforce infrastructure.

2. Standardized Prerequisite Competencies

Before a candidate is eligible for dispatch or direct hiring into the paid apprentice pool, they must demonstrate verified, hands-on competence across four core technical domains:

  1. Computer Networking: IPv4/IPv6 subnetting, OSI model troubleshooting, TCP/IP state mechanics, DNS architecture, routing fundamentals, and live packet inspection (Wireshark/tcpdump).
  2. Operating Systems & Systems Administration: Linux CLI navigation and shell scripting, Windows administrative internals, file system permissions, user/group management, and daemon/service management.
  3. Scripting & Operational Automation: Core scripting in Python and Bash/PowerShell for log parsing, regex filtering, API interactions, and basic task automation.
  4. Foundational Defensive Principles: Applying CIA triad principles in live systems, cryptographic fundamentals (symmetric/asymmetric encryption, hashing, PKI basics), attack vector identification, and principle of least privilege enforcement.

3. The Hands-On Exit Exam & Articulation Credit

  • Objective Practical Benchmark: Academic attendance alone does not qualify a candidate. Pre-apprentices must pass a proctored, hands-on practical lab evaluation verifying live troubleshooting and configuration skills.
  • RTI Hour Articulation: Successful completion awards direct credit toward the apprentice’s Year 1 Related Technical Instruction (RTI) classroom requirements.
  • The Talent Clearinghouse: Passing the exit exam registers the candidate into the Board’s accredited Apprentice Clearinghouse, granting them verified standing for direct dispatch or corporate apprentice hiring.
  • Direct Challenge Pathway: Veterans, IT support technicians, software developers, and self-taught practitioners may challenge the exit practical exam directly to bypass classroom requirements and achieve immediate apprentice dispatch eligibility.
