Pillar II: Paid Apprenticeships & Graduated Wage Escalation

Cybersecurity is an applied engineering and operational discipline. It cannot be mastered exclusively through passive classroom lectures or multiple-choice exams. True operational competence requires immersion in live production environments under structured mentorship.

Core Mandate: Employ apprentices as direct W-2 workers from Day 1 with milestone wage steps, strictly prohibiting unpaid labor and training repayment penalties (TRAPs).


1. Zero-Tuition, Day-One Direct Employment

  • $0 Out-of-Pocket Cost: Once accepted into an accredited apprenticeship, the worker pays zero tuition for their technical education and receives all necessary tooling, lab access, and study materials free of charge.
  • W-2 Direct Employment: Apprentices are hired as direct W-2 employees earning a graduated living wage from their first day on the job.
  • Prohibition of Unpaid Labor: Unpaid internships, uncompensated “shadowing,” and exploitative trial periods are strictly banned under the trade framework.
  • Ban on Training Repayment Agreement Provisions (TRAPs): Employers may not impose debt obligations, tuition clawbacks, or exit penalty fees on apprentices who leave the organization, preserving true labor mobility.

  • The 80/20 Operational Split: Apprentices divide their time between on-the-job operational learning (80% / 32 hours per week) and formal Related Technical Instruction (20% / 8 hours per week or block releases).
  • Fully Compensated Classroom Time: All RTI classroom hours, lab modules, and practical exam sessions are classified as compensable working hours and paid at the apprentice’s regular hourly rate.
  • Consortium-Funded Education: RTI is delivered by accredited community colleges and JATC training facilities, funded through multi-employer training trusts and registered apprenticeship workforce development subsidies.

3. Predictable Economic Progression & Retention

  • Milestone Wage Escalation: Wage increases are scheduled and enforced every 2,000 operational hours (equivalent to approximately one year of full-time work), progressing predictably from 50% to 80% of the Regional Journeyman Prevailing Benchmark (RJPB).   • Layoff Safe Harbor & JATC Reassignment: If an employer undergoes downsizing, corporate restructuring, or contract termination, the apprentice’s logged hours remain fully preserved, and the JATC clearinghouse facilitates immediate reassignment to a participating partner employer to complete their training.
